The contact owns a 1999 Chevrolet Corvette. The contact stated that the vehicle was repaired under NHTSA Campaign Number: 04V060000 (Steering) in 2019. The contact stated that while starting the vehicle, the message "Service - Steering Column Lock" was displayed. The vehicle was taken back to the dealer, who informed the contact that he needed to pay for a diagnostic test to determine the cause of the failure. The vehicle was not diagnosed or repaired. The manufacturer was notified of the failure and informed the contact that they would follow up with the dealer. The failure mileage was approximately 37,300.

Something is wrong where it will stall out when you start driving. Soon as I put the car in gear and start rolling forward it dies. And I’ve looked online and it’s quite common.

Still having a problem with the steering column locking on my 1999 Corvette after the first recall was performed. Chevrolet issued a second recall but I never received a notification. the dealer indicated both recalls were closed and I had to pay $600+ to fix the problem. I contacted GM Customer Care for assistance but pretty much got the same feedback that the recall was closed and that there was no financial assistance they would provide, 100% of the cost would be my responsibility. I don't understand how a safety recall can be closed until it is repaired? I'm not sure why consumers have to pay for a design issue that has the potential of causing an accident due to the potential of the steering column locking up while driving! I had no choice but to direct the dealer to perform the repairs so I can drive the car with confidents it won't lockup in the future. Not expecting anything to happen as it seems these types of reported issues fall in favor of businesses and no longer the consumers. Just wanted to post this complaint out of frustration!

AFTER PARKING AND TRYING TO RESTART THE ENGINE THE MESSAGE "STEERING COLUMN MAINTAINANCE NEEDED" THE ENGINE STARTED BUT WHEN I PUT IT IN GEAR THE ENGINE STOPPED. AFTER TRYING TO START THE CAR AGAIN AND AGAIN THE SAME RESULT. I CHECKED THE OWNERS MANUEL AND FOUND NO SUCH ITEM. AFTER SITTING FOR ABOUT 20 MINUTES THE CAT DID START AND I GOT HOME.

I AM THE THIRD OWNER OF THIS CAR AND IT HAS 24,500 ORIGINAL MILES. AT 19,000 (4/19/2004) THE STEERING COLUMN LOCK RECALL WAS PERFORMED. THEN IN 2006 IT WAS ANNOUNCED THAT EVEN THOSE INITIAL RECALL REPAIRS WERE FAILING AND IT WAS SUGGESTED TO HAVE THE LOCKING PIN REMOVED ALTOGETHER WHICH NEVER WAS DONE TO MY CAR. MY CAR CURRENTLY HAS A LOCKED PIN AND THE DEALER SAYS THEY WILL NOT DO THE REPAIR OR REMOVE THE PIN FOR FREE UNLESS I FILE A COMPLAINT WITH THE NHTA.

MY STEERING COLUMN FAILED IN "LOCKED" POSITION. CAR CAN NOT BE DRIVEN. I CALLED CHEVY GLOBAL AND TOLD MY CAR WAS NOT COVERED IN RECALL NUMBER 04006C. I CALLED DEALER AND WAS TOLD THE STEERING COLUMN WAS FIXED IN 2004, TWO YEARS BEFORE THE 2006 RECALL. I ASKED HOW COULD THE COLUMN LOCK IF THE ORIGINAL LOCK PLATE WAS REMOVED? NO ONE CAN ANSWER THAT. THEY PROCEEDED TO REMOVE THE LOCK PLATE AND CHARGE ME $300. I NEVER RECEIVED ANY NOTIFICATION OF THIS RECALL OR SERVICE BULLETIN BACK IN 2006.

THE CORVETTE SHUT DOWN AND DISPLAYED STEERING COLUMN LOCK. BASED ON PRIOR GM CORVETTE RECALLS THE RECALL TO FIX THIS PROBLEM (STEERING COLUMN LOCK) WHERE THEY STATE "A CRASH COULD OCCUR WITHOUT WARNING" DID NOT COVER ALL CORVETTES MADE DURING THIS TIME PERIOD. GM SERVICE OPERATIONS DCS851 EFFECTIVE THROUGH 2003. I DID NOT GET FAR WITH GM OR THE DEALERSHIP ON ADDRESSING THE COLUMN LOCK ISSUE. SINCE GM STATES IT COULD RESULT IN A CRASH IT SURPRISED ME THAT THEY DON'T HAVE ANY INTEREST IN LOOKING INTO WHETHER THE RECALL SHOULD BE EXPANDED TO INCLUDE OTHER CORVETTES DURING THE TIME PERIOD THEY HAD OVER 126,000 AFFECTED. IF IT WAS NECESSARY BACK THAN WHAT IS DIFFERENT NOW?

WHILE PULLING MY CAR OUT OF THE GARAGE AND IN DRIVE THE STEERING WHEEL LOCKED AS IF THE KEY WAS REMOVED AND IN THE SECURITY MODE. I EXPERIENCED THE STEERING COLUMN ON MY 1999 CORVETTE LOCK UP WHILE I WAS DRIVING IT. I WAS ONLY IN A RESTAURANT PARKING LOT AND WAS ABLE TO STOP AND CALL FOR HELP. I CALLED MY LOCAL REPAIR FACILITY AND THEY HAD INFORMED ME THAT I MUST HAVE MY CAR TOWED IN FOR THE NECESSARY REPAIRS. UPON ARRIVING AT THE REPAIR FACILITY, THEY INFORMED ME THAT A RECALL HAD BEEN ISSUED TO REMEDY THIS ISSUE. THEY CHECK MY VEHICLE IDENTIFICATION NUMBER AND QUICKLY REALIZED THAT THE RECALL HAD ALREADY BEEN PERFORMED ON MY CAR. THEY HAD TO REPLACE THE PARTS ONCE AGAIN AND I WAS CHARGED ALMOST $700 FOR THE REPAIR. I ASKED WHY I NEEDED TO PAY FOR THE RECALL AND THEY SAID I WAS PAYING FOR IT BECAUSE THE RECALL HAD ALREADY BEEN PERFORMED. I RESEARCHED THE EXACT RECALL PERTAINING TO THIS PARTICULAR INCIDENT (04V0600000) AND DISCOVERED SOMETHING THAT SHOULD NOT HAVE BEEN ABLE TO HAPPEN IF THE RECALL WAS PERFORMED AS INTENDED. THE VEHICLE WAS SUPPOSED TO BE RECONFIGURED AS TO DISABLE IT FROM BEING DRIVEN WHILE THE STEERING COLUMN WAS LOCKED UP. ON THE MODELS EQUIPPED WITH AN AUTOMATIC TRANSMISSION, THE LOCK WAS REMOVED FROM THE STEERING COLUMN AND A LOCK WAS INSTALLED ON THE SHIFTER SO IT COULD NOT BE REMOVED FROM THE PARK POSITION. THIS WAS ALSO INTENDED TO KEEP THE ANTI-THEFT FEATURE. ON MODELS EQUIPPED WITH MANUAL TRANSMISSIONS, THE LOCK ON THE STEERING COLUMN COULD NOT BE REMOVED BECAUSE THIS WAS THE ONLY ANTI-THEFT DEVICE. INSTEAD THE FUEL TO THE ENGINE WAS SUPPOSED TO BE INTERRUPTED IF THE STEERING COLUMN LOCKED UP. ON MY VEHICLE, I WAS ABLE TO DRIVE MY CAR INTO A PARKING SPOT AT THE RESTAURANT. I WAS NOT ABLE TO STEER THE VEHICLE BECAUSE OF THE STEERING COLUMN BEING LOCKED UP. THEY STATE I HAVE ALREADY HAD A RECALL PERFORMED (AN OLDER RECALL, NOT 04006C ACCORDING TO THE VIS SERVICE DATE), SO THERE'S NOTHING THEY CAN DO WITHOUT PAYMENT. I INITIALLY BROUGH MY VEHICLE TO TOM JUMPER CHEVROLET IN ROSWELL, GEORGIA. THE SERVICE ADVISOR CLAIMED IT WAS A DEFECTIVE BATTERY AND OFFERED TO CHANGE MY BATTERY FOR THE MEAGER SUM OF $357.00. HAVING NO CONFIDENCE WHATSOEVER THAT HIS DIAGNOSIS WAS PROPER, I REMOVED MY VEHICLE FROM HIS PREMISES AND TRANSFERRED IT TO NALLEY, CHEVROLET IN ATLANTA. IT TURNED OUT THAT THE STEERING COLUMN LOCK ACTUATOR HAD FAILED, AND HAD ALSO BLOWN FUSES IN THE CIC COMPUTER. THE REPAIR COST WAS $450.78. GIVEN THE STEERING COLUMN LOCK ACTUATOR IS THE SUBJECT OF NHTSA ACTION NUMBER EA02031, I DO NOT FEEL IT WAS APPROPRIATE FOR GM TO CHARGE ME FOR THE REPAIR GIVEN THE WIDESPREAD NATURE OF THE PROBLEM.*AK

THE DEALERSHIP TOWED THE CAR IN & INFORMED US THAT THEY HAD FIXED IT AGAIN! THIS IS AN EXTREMELY DANGEROUS VEHICLE! THE NOTES I READ ON YOUR SITE EVEN 1997 THROUGH 2002 MODELS WITH THIS PROBLEM NONE OF THE REPORTS WERE WHILE DRIVING THEY WERE WHEN PEOPLE GOT INTO THEIR CAR & STARTED IT THAT THE WHEEL DIDN'T UNLOCK. I HAVE AS I SAID BEFORE NEVER RECEIVED A MESSAGE IN THE DIC PRIOR TO ANY OF THE LOCK UP PROBLEM. LUCKILY, NO ONE REAR-ENDED ME. I WAS ABLE TO RE-START MY CAR BUT THE STEERING WHEEL WOULD NOT TURN AND A "STEERING COLUMN" LOCKED MESSAGE ON MY COMPUTER READ OUT INSTRUCTED ME TO WAIT 10 SECONDS THEN REMOVE THE KEY. SO I COMPLIED. I THEN AGAIN STARTED MY CAR, BUT THE "STEERING COLUMN" LOCKED MESSAGE CAME ON AND MY STEERING COLUMN WAS, INDEED, LOCKED. LUCKILY, MY STEERING WHEEL WAS AIMED IN A STRAIGHT LINE AND I COULD DRIVE FORWARD OUT OF THE BUSY INTERSECTION WHERE I STOPPED IN FRONT OF A GAS STATION. I CALLED FOLSOM CHEVROLET'S SERVICE DEPT. AND THEY ADVISED I WOULD NEED TO HAVE MY VEHICLE TOWED INTO THEIR SHOP. THIS PROBLEM COULD HAVE EASILY ENDED UP IN A TERRIBLE ACCIDENT HAD I NOT BEEN IN STOP-AND-GO TRAFFICE. NOTICED THAT THE STEERING WHEEL WAS LOCKED UP AND I COULDN'T STEER THE VEHICLE. 1999 CHEVROLET CORVETTE COUPE STEERING COLUMN LOCK PROBLEMS: TWICE IN TWO YEARS THE FIRST TIME IT HAPPENED, I FOLLOWED ALL PROCEEDURES SHARED BY FELLOW CORVETTE OWNERS AND THE MANUAL, I HAD TO REPEAT THIS PROCEDURE SEVERAL TIMES BEFORE IT WOULD UNLOCK. I THEN TOOK THE CAR INTO THE DEALER, THEY REPLACED THE STEERING COLUMN LOCK SYSTEM BUT TOLD ME THAT THERE WAS NO OFFICAL RECALL ON THIS. ONE YEAR LATER, SAME THING HAPPENED AGAIN, I TRIED AND TRIED TO GET THE STEERING COLUMN TO UNLOCK. IT WOULD NOT, CALLED THE DEALERSHIP, THEY WANTED THE CAR TO BE TOWED IN. THEY TOLD ME THAT SINCE THEY HAD ALREADY REPLACED THE SYSTEM, THEY WOULD NOT REPLACE IT AGAIN. (BY THE WAY THE CAR WAS STILL UNDER GM EXTENDED WARRANTY.) I DID NOT HAVE THE CAR TOWED RIGHT AWAY, BUT LATER THAT DAY I TRIED ALL OF THE SAME PROCEDURES AGAIN, WITHOUT SUCCESS. I WENT ONTO THE INTERNET TO A CORVETTE WEBSITE/DISCUSSION BOARD AND RESEARCHED IF OTHERS HAD THE SAME PROBLEM AND ANSWERS/IDEAS TRIED. LOCATING SEVERAL POSTINGS SUGGESTING TO PULL A SPECIFIC FUSE, WAIT 1 MINUTE, THEN RE-INSTALLED THE FUSE. BY DISCONNECTING THIS FUSE, THE COMPUTER BRAIN WOULD RESET ITSELF CONCERNING THIS TASK AND THE PIN SHOULD UNLOCK WHEN THE IGNITION KEY WAS RE-INSERTED. I TRIED THIS, SEVERAL TIMES, OVER AND OVER WITHOUT SUCCESS. FINALLY OUT OF FRUSTRATION I RESORTED TO "SHAKE THE STEERING WHEEL HARD BACK AND FORTH"UNTIL THE PIN WOULD RELEASE. AFTER A MINUTE OF SHAKING... THE PIN DID LET LOOSE AND THE STEERING COLUMN UNLOCKED. THE NEXT DAY I TOOK THE CAR INTO THE DEALER AND INSISTED THAT THEY REPLACE THE STEERING COLUMN LOCK SYSTEM AGAIN, EVEN THOUGH THEY TOLD ME A DAY EARLIER THAT THEY WOULDN'T DO THAT, THEY DID CHANGE IT WHEN I CONFRONTED THEM.
