The contact's father owns a 2003 Ford Crown Victoria. The contact stated that the headlamps would flash and failed to turn on or to turn off as intended. The contact stated that the failure initially occurred intermittently, but the headlights had become completely inoperable. The vehicle was not taken to the dealer. The vehicle was not diagnosed or repaired. The contact related the failure to NHTSA Campaign Number: 15V861000 (Exterior Lighting), which described the failure; however, the VIN was not included. The manufacturer was not made aware of the failure. The failure mileage was unknown.

I brought this vehicle into the dealership for safety recall 15s39. There were no problems with the vehicle prior to taking it in. When I received the vehicle back from the dealer they had admitted to not completing all the steps in the safety recall. Now that I have the vehicle the dealer returned it to me with the following issues: all of the interior and exterior lighting including the headlights do not work and the air bag light is illuminated. A supervisor at Ford customer service said they refuse to do anything about the new problems they caused. She stated that "well, it's a pretty old car." I don't think the age of the car should give Ford a pass to not fix a safety recall. The fix for their safety recall only created safety problems with this car - namely the air bags may not work.

When driving at night and early mornings my head lights and tail lights will randomly go out when my light switch is set to automatic. I can turn it on manually and then I have head lights and brakes but no running tail lights. Which is a major problem and safety hazard.

A COUPLE OF YEARS AGO WHILE ON VACATION 200 MILES FROM HOME WITH MY FAMILY THE HEADLIGHTS SUDDENLY WENT OUT. AFTER A LITTLE INSPECTION I FOUND WE STILL HAD FLASH TO PASS HIGH BEAMS. THE NEXT DAY (JULY 3RD) I WENT TO THE LOCAL DEALER AND THE PARTS HOUSES AND NO ONE HAD A REPLACEMENT. AS A FORMER USAF JET ENGINE MECHANIC I WENT BACK TO THE CAMPER AND FOUND A WIRING DIAGRAM. I FIGURED OUT IT WAS A PROBLEM WITH THE LIGHTING CONTROL MODULE. I TOOK IT APART AND REPLACED THE DEFECTIVE RELAY. WE FINISHED OUR VACATION AND I SOON FORGOT THE ISSUE. I RECEIVED A RECALL NOTICE FOR THE MODULE AND TOOK IT TO THE DEALERSHIP FOR REPLACEMENT. I WAS INFORMED BY THE SERVICE MANAGER THAT SINCE I HAD REPAIRED THE PART FORD WOULD NOT TAKE IT BACK SO THEY COULD NOT HELP ME. I HAD THE SNEAKING FEELING I WAS BEING LIED TO. I WENT HOME AND RESEARCHED THE RECALL. I FOUND THE REPAIR DOES NOT EVEN INVOLVE REPLACING THE PART BUT TAPS INTO THE WIRING BEFORE THE MODULE. I CALLED FORD CORP AND WAS TOLD THEY DID NOT UNDERSTAND WHAT I WAS TALKING ABOUT AS THEY WEREN'T A TECHNICIAN BUT THEY STOOD BY THEIR DEALERS DECISION. I DON'T FEEL THAT I SHOULD BE PUNISHED FOR DOING WHAT IT TOOK TO GET MY FAMILY HOME SAFELY. I HOPE YOU CAN HELP ME WITH THIS PROBLEM

ON APRIL 14TH 2017 A RECALL WAS ISSUED (RECALL ID = 264137) ON 2003-2005 FORD CROWN VICTORIA'S MANUFACTURED OCTOBER 3RD, 2001 THROUGH AUGUST 2ND, 2005. NHTSA CAMPAIGN # = 15V861000. THE RECALL WAS ON THE AFFECTED COMPONENT, EXTERIOR LIGHTING, HEADLIGHTS. I HAVE A FORD CROWN VICTORIA THAT WAS MANUFACTURED IN MAY OF 2002 THAT HAS THE EXACT SAME ISSUE. YET WHEN I CONTACT FORD ABOUT THE ISSUE THEY SAID MY VEHICLE WAS NOT INCLUDED IN THE RECALL. WORKING WITH A MAJOR AUTOMOBILE COMPANY PREVIOUSLY IN HONDA OF AMERICA, I TRIED TO UNDERSTAND WHY YET FOUND NO RELIABLE ANSWERS. I'VE BEEN HAVING THIS ISSUE FOR MULTIPLE YEARS WHERE MY HEADLIGHT WILL COME ON AND JUST SHUT OFF WHILE DRIVING.

THEY WILL NOT TURN BACK ON BY FLIPPING THE LIGHTS ON THERE IS NOTHING YOU CAN DO. ONLY THING YOU CAN DO IT WAIT A FEW HOURS AND HOPE THEY TURN BACK ON.

I PAID LABOR COSTS AND HAS BEEN DIAGNOSED BY FORD AS THE LIGHTING CONTROL MODULE BEING THE PROBLEM. FORD WILL REPLACE THE MODULE AT NO COST ONLY IF IT AFFECTS HEADLIGHT FUNCTION. AFTER FURTHER CONTACTING FORD RELATIONS HELP LINE, FMC DOES NOT SEEM TO CARE ABOUT THE MATTER OF THE SOLDER JOINTS CRACKING FOR PARK LAMPS. I HAVE HAD MULTIPLE TRAFFIC STOPS OVER THIS MATTER ALL VERBLE DUE TO ME KICKING THE LIGHTING CONTROL MODULE TEMPORARILY CORRECTING THE ISSUE. DASH LIGHTS ILLUMINATE, THINKING PARK LIGHTS ARE WORKING WHEN THEY ARE NOT. I HAVE ATTACHED A PHOTO OF THE PROBLEM.

LOSS OF PARK LAMPS WHILE DRIVING/PARKED NOT KNOWING IT. WHEN THE ISSUE OCCURS THE VEHICLE LOOKS TO HAVE DRIVING RUNNING LIGHTS TYPE OPERATION WHEN IT DID NOT COME WITH THAT OPTION. MY DASH STAYS ILLUMINATED. KICKING THE LIGHTING CONTROL MODULE LOCATED UNDER THE DASH (ABOVE RIGHT FOOT) CAN MAKE THE LIGHTS COME ON FOR A TIME FRAME THAT VARIES BY TEMP AROUND THE UNIT. SEASON COLD/HOT CLIMATE DOES AFFECT HOW IT PERFORMS (AC/HEAT DOES PLAY A ROLE). I HAVE NO TAIL LIGHTS WHEN THE PROBLEM OCCURS. I HAVE HAD THE HEADLIGHT RECALL PERFORMED (SIMILAR ISSUE) THAT STATES THE HEADLIGHTS MAY GO OUT DRIVING AND THE LCM WOULD BE REPLACED FREE OF CHARGE. I HAVE PAID A DIAGNOSTIC FEE AT RAMEY FORD FOR A VERDICT OF A FAULTY LCM. I HAVE SPOKEN TO FORD RELATIONS OVER THE PHONE ABOUT THE MATTER AND GOT NOWHERE AND STILL HAVE TO FOOT THE DIAGNOSTIC FEE. TO ME IT SOUNDS LIKE FORD KNOWS THEY FAIL BUT WILL NOT COVER IT UNLESS ITS HEADLIGHT OPERATION. MY VEHICLE IS A SAFETY CONCERN AT NIGHT TO OTHERS. I REPLACED THE LIGHT CONTROL MODULE. FORD REFUSED TO REIMBURSE ME FOR THE REPAIR BECAUSE A FORD DEALER DID NOT DO THE REPAIR. I SAVED OVER $300.00 BY DOING THE REPAIR MYSELF. THE REPLACED MODULE HAD TO BE REPLACED AGAIN IN JAN 2016.

TWO WEEKS LATER THE BLINKERS STOPPED WORKING, THEN THE LIGHTING CONTROL MODULE STARTED MAKING A LOUD BEEPING SOUND, THEN MY HEADLIGHTS AND TAIL LIGHTS STOPPED WORKING. I REVIVED A RECALL LETTER FROM FORD AND IT SAYS TAKE MY CAR TO FORD DEALERSHIP AND THEY WOULD FIX IT FREE OF CHARGE. AFTER DARK, WHILE DRIVING ON A DIVIDED STATE HIGHWAY, THE HEADLIGHTS UNEXPLAINABLE TURNED OFF, BUT RETURNED AFTER A COUPLE OF MINUTES OF TURNING THE HEADLIGHT SWITCH ON AND OFF, AND ACTIVATING THE HIGH BEAMS. OVER THE FOLLOWING MONTH, THEY WOULD SOMETIMES FAIL TO COME ON WHEN I TURNED ON THE SWITCH, BUT WOULD COME ON AFTER A FEW MINUTES OF SWITCH JIGGLING, HIGH-BEAM INDICATOR CLICKING AND ROAD VIBRATION. (HIGH BEAMS WOULD, HOWEVER, ACTIVATE IF I HELD THE LEVER BACK AS IF TO FLASH THEM.) THEY ALSO CONTINUED TO FAIL WHILE DRIVING. UNABLE TO FIND A RECALL, AND NO KNOWLEDGE THAT THIS WAS A COMMON PROBLEM, I WAS GOING TO REPLACE THE HEADLIGHT SWITCH. HOWEVER, AFTER RESEARCH, I BECAME AWARE THAT THIS IS A COMMON PROBLEM. THE CAUSE IS A FAILED HEADLIGHT RELAY IN THE LIGHT CONTROL MODULE ("LCM") UNDER THE DASHBOARD, WHICH IS NOT A DEALER SERVICEABLE PART. JUST DARKNESS WHERE THERE WAS LIGHT. A VERY DANGEROUS SITUATION THAT FORCES A PULL OFF TO THE SIDE OF THE ROADWAY WITH OR WITHOUT A SHOULDER FOR EMERGENCY STOPPING. THE HEADLIGHTS RETURN TO THEIR ON POSITION WITHOUT DOING ANYTHING MANUALLY TO THE SWITCHES OR IGNITION. TIME FRAME FOR THIS AUTOMATED OFF AND ON OPERATION VARIES. NO SET PATTERN OBSERVED FOR THIS OCCURRENCE. MECHANIC RELATES THAT THE LIGHT CONTROL MODULE, (LCM) WILL NEED REPLACEMENT. FOR A COMPONENT INSIDE THE PASSENGER COMPARTMENT THAT IS NOT EXPOSED TO THE ELEMENTS, ON A VEHICLE WITH UNDER 42,000 MILES, THIS IS AN UNACCEPTABLE OUT OF WARRANTY COST TO BE BORN BY MYSELF AND OTHERS FOR A SAFETY ISSUE THAT SEEMS TO BE CAUSED BY A COMPUTER BOARD RELAY THAT IS DEFECTIVE. AS OF THIS TIME, I UNDERSTAND THAT YOUR DEPARTMENT HAS NOT ISSUED A RECALL FOR THIS DEFECTIVE ITEM THAT IS CENTRAL FOR THE SAFE OPERATION OF THIS VEHICLE DURING THE HOURS AFTER DUSK AND BEFORE DAWN. SEEMS THAT THE PROBLEM WAS BUILT INTO THE VEHICLE BY RUNNING THE HEADLAMP CONTROLLER THROUGH A DEFECTIVE CIRCUIT BOARD THAT IS PART OF A OVERLY EXPENSIVE TOTAL PART CALLED THE LCM. NIGHT DRIVING REQUIRES ILLUMINATION PROPERLY CONTROLLED BY THE DRIVER AND VEHICLE SYSTEMS. NOT ROCKET SCIENCE, JUST LIGHTS ON AND LIGHTS OFF WHEN SWITCHED. BOTH EXTENDED REPAIR WARRANTY CARRIER AND FORD CUSTOMER SERVICE REFUSED TO REFUND ANY PORTION OF THE REPAIR. FORD CUSTOMER SERVICE STATED THAT "IF THIS WAS A PROBLEM, THERE WOULD HAVE BEEN A RECALL NOTICE, BUT THERE WASN'T ONE". THIS IS BOTH A COSTLY BURDEN TO THE CONSUMER AND A SAFETY ISSUE. THERE IS NO WAY TO OVERRIDE A SUDDEN LCM FAILURE TO RESTORE HEADLIGHTS, AS THE DASHBOARD HEADLIGHT SWITCH OPERATES THROUGH THE LCM IN ALL MODES. I FIND THAT THE NHTSA JUST CLOSED A CASE INVOLVING 306 FORD LCM FAILURES BETWEEN 2003 AND 2005. MY NAME IS MATTHEW AND I OWN A 2003 FORD CROWN VICTORIA LX SPORT. IN EARLY JANUARY I HAD A MINOR FRONT END COLLISION WITH A DEER. MY INSURANCE PROVIDER REPLACED A HEADLAMP, PARK LAMP AND A HEADER (FRONT PANEL THAT CONNECTS TO THE GRILLE. IN EARLY FEBRUARY I WAS DRIVING AFTER DARK AND THE HEADLAMPS SHUTOFF, THE PARK LAMPS STAYED ON BUT THE TWO WHITE HEADLAMPS SHUT OFF AND WOULDN'T COME BACK ON. I PLAYED WITH THE SWITCH, HIGH BEAMS AND FINALLY TURNED THE CAR OFF. UPON RESTARTING IT THE CAR THE AUTOMATIC LIGHTS CAME BACK ON. IN THE PAST 6 MONTHS THE PROBLEM HAS GONE FROM A ONCE A MONTH OCCURRENCE TO A PERMANENT PROBLEM TO THE EFFECT THAT THE LIGHTS STAY ON FOR LESS THEN 2 MINUTES AFTER THE CAR IS STARTED. AFTER THAT I MUST HOLD THE WAND BACK TO TURN ON THE HEADLAMPS THE DURATION OF MY DRIVE. THE LIGHTS DO NOT COME BACK ON AT ALL. CONSEQUENTLY IT IS HARD TO DRIVE AND CONTROL SUCH A LARGE CAR WITH ONLY ONE HAND AND I FEEL THAT ITS UNSAFE TO DRIVE A CAR WITH THE CONDITION OF THE HEADLIGHTS. WHILE DRIVING DOWN THE ROAD, WITH MY 10 MONTH OLD SON IN BACK, MY HEADLIGHTS TURNED OFF RANDOMLY AS I WAS GOING AROUND A SHARP CORNER, I SLAMMED MY BRAKES ON IN ORDER TO NOT GO OFF ROAD, BUT STILL ENDED UP WITH TWO TIRES OFF ROAD. I CANNOT DRIVE AT NIGHT, AND AFTER DOING RESEARCH FOUND THAT THERE IS A LIGHTING CONTROL MODULE ISSUE, THINKING THAT THIS IS A SAFETY HAZARD I FIGURED THAT FORD WOULD HAVE A RECALL ON IT, WENT ON THEIR SITE AND THEY SAID I DO NOT HAVE ANY RECALLS LISTED FOR MY CAR, AND THE REPAIR WILL COST ME 300+. *TR

I HAVE HAD THE HEADLIGHTS GO OUT WHILE DRIVING ON 3 OCCASIONS. IF I PULLED BACK ON THE FLASH TO PASS BRIGHT LIGHT LEVER, THE LIGHTS WOULD STAY ON AS LONG AS I HELD THE LEVER BACK. TURNING THE LIGHT SWITCH TO AUTO TO THE LEFT OR ALWAYS ON TO THE RIGHT DID NOT TURN THE LIGHTS BACK ON. STOP THE CAR SHUT IT OFF AND TURN BACK ON AFTER A MINUTE MAY START THE LIGHTS BURNING AGAIN. HEADLIGHTS IN THESE INSTANCES DID NOT STAY ON VERY LONG AFTER STARTING DOWN THE ROAD BUT STAYED ON TO COMPLETE THE TRIP AFTER SHUT OFF AND RESTART. *TR

TL*THE CONTACT OWNS A 2003 FORD CROWN VICTORIA. THE CONTACT STATED THAT THE HEADLIGHTS DIM WITHOUT WARNING. THE FAILURE HAS BEEN OCCURRING FOR APPROXIMATELY ONE MONTH. THE HEADLAMP CONTROL MODULE IS THE CAUSE OF THE FAILURE. THE CONTACT FEELS THAT THE MANUFACTURER SHOULD BE RESPONSIBLE FOR REPLACING THE MODULE DUE TO MULTIPLE COMPLAINTS FOR THIS FAILURE. THE VIN WAS UNKNOWN. THE CURRENT AND FAILURE MILEAGES WERE 160,000.

THE HEADLIGHT RELAY ON THE LIGHTING CONTROL MODULE (LCM) PART NUMBER NEC-EQ1-11111S OVERHEATS AND FAILS SUDDENLY, SHUTTING OFF HEADLIGHTS WHICH COULD LEAD TO A CRASH. THIS IS AN APPARENT PROBLEM ON 2003 FORD CROWN VICTORIA PASSENGER AND POLICE INTERCEPTOR MODELS. THIS HAPPENED TO ME. RESEARCHING ON INTERNET, APPARENTLY IT IS A COMMON FAILURE THAT GEARHEADS ARE ADVISED TO "MODIFY" THEIR 2003 AS SOON AS THEY GET IT BY REPLACING THIS RELAY ON THE LCM (IF THEY KNOW HOW TO SOLDER.) APPARENTLY, IT IS A 10A RELAY, WITH 8+AMPS GOING THROUGH IT AND IT OVERHEATS AND FRIES THE RELAY. DON'T KNOW IF THIS OVERHEATING CONDITION ENOUGH TO CAUSE FURTHER DAMAGE OR FIRE. IT IS APPARENTLY AN $600-$800 FIX AT THE DEALER IF YOU AREN'T' A GEARHEAD TO REPLACE THE WHOLE LCM (ALTHOUGH IF APPARENTLY REPLACED WITH THE SAME RELAY - SAME PROBLEM WILL DEVELOP). THE FACT THAT THE HEADLIGHTS BOTH GO OUT SUDDENLY IS DANGEROUS. TO DRIVE I HAD TO PULL BACK ON THE BRIGHT LIGHTS HANDLE ON THE STEERING COLUMN TO SEE, AND THIS RESULTED IN A TICKET FROM POLICE, BUT IT WAS THIS OR NOTHING TO GET HOME. CAR NOW IN DRIVEWAY. REPLACED THE SWITCH IN STEERING COLUMN FIRST, BUT THIS DIDN'T SOLVE PROBLEM. FOUND OUT I HAVE TO LEARN TO FIGURE OUT HOW TO SOLDER OR SHELL OUT BIG $$$ TO FIX. *TR

TL*THE CONTACT OWNS A 2003 FORD CROWN VICTORIA. THE CRUISE CONTROL WOULD NOT WORK. ON SEVERAL OCCASIONS, AFTER DRIVING 14 MILES, THE KEY WOULD BECOME VERY HOT WHICH WAS NOTICED WHEN IT WAS REMOVED FROM THE IGNITION. THE ELECTRICAL WINDOWS WOULD NOT GO UP OR DOWN PROPERLY AS THEY SHOULD AND ACTIVATE EITHER VERY SLOWLY OR VERY QUICKLY. THE FRONT DRIVER'S SEAT WOULD NOT GO BACK AND FORTH AS IT SHOULD AND EITHER MOVES VERY SLOWLY OR NOT AT ALL. THIS IS THE SECOND TIME THAT THE CONTACT HAS EXPERIENCED ELECTRICAL FAILURE WITH THE WINDOWS AND THE SEAT. SHE ALSO STATED THAT THE HEAD LIGHT SWITCH WORKS INTERMITTENTLY AND MUST BE HELD IN ORDER FOR IT TO ACTIVATE. THE CURRENT MILEAGE WAS 38,000 AND THE FAILURE MILEAGE WAS UNAVAILABLE.
