THE BRAKE PRESSURE DIFFERENTIAL DEACTIVATION SWITCH (SCDS) (2B264) LOCATED UNDER THE MASTER CYLINDER (BEHIND THE AIR FILTER) OVER TIME DEVELOPS A LEAK. THIS CAUSES A SHORT AND A FUSE TRIP, FUSE #10 IF THE ENGINE IS ON. THIS LEAK ALSO CAUSES BRAKE FLUID TO WICK DOWN TWO WIRES TO THE ABS BRAKE MODULE (2C219). THE FLUID ACCUMULATES ON THE (ALWAYS ON) POWER CONNECTORS FOR THE ABS BRAKE SYSTEM WHICH ARE POWERED BY FUSES 101 AND 102 AND ARE BOTH 40 AMP. THE FLUID ATTRACTS MOISTURE, ROAD SALT AND LEADS TO A FIRE WHEN THE FLUID AND MOISTURE ACT AS CONDUCTOR BETWEEN THE HOT LEADS AND GROUND. THIS SWITCH HAS BEEN THE SUBJECT OF OTHER FORD RECALLS, JUST NOT MY WINDSTAR VAN YET. MY WIRING HARNESS WHEN INSPECTED WAS WET WITH BRAKE FLUID, INCLUDING THE CONNECTIONS AND THE INLINE FUSES, WHICH BASICALLY PERMITS ELECTRICITY TO JUMP PAST THE INLINE FUSES AND CONTINUE TO HEAT UP THE WIRING HARNESS. THE FUSES BODIES CRUMBLED WHEN INSPECTED. SINCE MOST DOUBLE SIDE DOOR VANS ARE PREDOMINANTLY DRIVEN BY LARGE FAMILIES, THE POSSIBILITY OF MULTIPLE FATALITIES PER VEHICLE DUE TO A HORRIFIC DEATH FROM BEING BURNT ALIVE IS A VALID POINT TO CONSIDER. MOST VEHICLE FIRES SPREAD SO FAST THAT UNSTRAPPING MULTIPLE SMALL CHILDREN FROM RESTRAINT SEATS WOULD TAKE AN INORDINATE AMOUNT OF TIME, ESPECIALLY WITH SMOKE INHALATION AND THE HEAT OF FLAMES TO PROHIBIT RESCUE. I WENT BACK TO MY MECHANIC WHO FOUND THAT A PART WAS NEEDED, CALLED THE C1185 AND IS PART OF THE ABS MODULE SYSTEM. I THEN WENT TO FORD DEALERSHIP TO SEE IF THIS PART COULD BE REPLACED, AND THEY TOLD ME THAT THE MANUFACTURER FOR THIS PART HAD GONE OUT OF BUSINESS AND THE PART WAS NO LONGER MADE! I HAVE HAD THESE ITEMS REPAIRED/REPLACED ON THIS 2000 WINDSTAR SINCE I BOUGHT THE VEHICLE IN DECEMBER 2013: 1) FORD DEALERSHIP REPLACED TEN-SPEED CONTROL DEACTIVATION SWITCH PER RECALL 2) MY MECHANIC THEN REPAIRED THE ELECTRONIC BRAKING SYSTEM, SPEEDOMETER AND ODOMETER, WHICH WAS TIED IN WITH THE SPEED CONTROL DEACTIVATION SWITCH (REPAIRS WERE OVER $420) 3) MY MECHANIC REINSTALLED IMPROPERLY INSTALLED REAR WINDSHIELD WIPER 4) MY MECHANIC INSTALLED NEW BATTERY *TR

THE ABS LIGHT BEGAN COMING ON INTERMITTENTLY FOR NO KNOWN REASON; GRADUALLY IT HAS BEEN ON MORE. IN RECENT WEEKS, HAVE ALSO BEGUN HAVING PROBLEMS WITH THE SPEED CONTROL WORKING ONLY INTERMITTENTLY, AND LAST WEEK THE SPEEDOMETER STOPPED WORKING INCORRECTLY; THE HIGHEST SPEED IT REGISTERS IS 28-29 MPH, EVEN THOUGH I KNOW I'M GOING FASTER. THE WINDSHIELD WIPERS NOW SUDDENLY WORK ONLY ON LOW OR, IF TURNED UP TO THE HIGHEST POSSIBLE SETTING, THEY GO HALF SPEED. TWO WEEKS AGO A BRAKE SET UP FOR NO KNOWN REASON, TO THE POINT THAT I SMELLED 'BURNING.' I STOPPED TO INVESTIGATE WHEN TRAFFIC ALLOWED AND COULD SEE NOTHING WRONG. I DROVE TO A HOSPITAL WHERE SON WAS WORKING AND HE INVESTIGATED AND FOUND THE FROZEN-UP BRAKE. HE WAS ABLE TO EVENTUALLY GET IT FREED UP. I'VE FOUND THAT THE RECALL (09S09) DOES NOT ADDRESS ALL THE UNDERLYING ISSUES AND THE FORD DEALER WILL NOT FIX ALL OF THE ISSUES. ADDITIONALLY I WAS TOLD BY MY LOCAL FORD DEALER THAT THERE WERE NO OPEN ITEMS ON MY VAN FOR ABS. WHEN I INQUIRED WHAT THAT MEANT, THEY SAID THAT THERE WAS NOTHING ON RECALL FOR ABS ON MY VEHICLE. I HAD NEVER HAD ANYTHING DONE TO THE ABS, SO IT WAS NOT BECAUSE IT WAS ALREADY FIXED. A WEEK AGO, I WAS ALMOST INVOLVED IN AN ACCIDENT BECAUSE OF THE FAILURE OF THE ABS SYSTEM; I WAS ONLY GOING 40 MPH. I CONSTANTLY HAVE MY BRAKES CHECKED BECAUSE I HAVE TO PRESS THEM HARD TO WORK. THE REAR BRAKES ARE ALMOST NEW, AND THE FRONT (PADS AND ROTORS) ARE NEW SO THE BRAKES SHOULD WORK BETTER THAN THEY DO. LAST WEEK AS I WAS DRIVING AROUND TOWN AND MY INSTRUMENT PANEL STOPPED WORKING AND THE ABS LIGHTS WOULD NOT TURN OFF. THE NEXT MORNING I HAD TO TAKE MY SON TO ONE OF HIS ACTIVITIES AND THE INSTRUMENT PANEL WAS STILL NOT WORKING AND I NOTICED I HAD TO PUSH THE BRAKE PEDAL ALL THE WAY DOWN TO THE FLOOR. I WENT HOME AND NOTICED THAT MY CAR WAS LEAKING BRAKE FLUID. AFTER MUCH RESEARCH I FOUND MY VEHICLE HAD A RECALL. (09S09) I TOOK MY CAR IN THIS MORNING TO HAVE THIS RECALL FIXED. THIS DID NOT FIX MY INSTRUMENT PANEL. AFTER I GOT HOME I RESEARCHED WHAT THE PROBLEM MIGHT BE AND HAVE FOUND NUMEROUS COMPLAINTS ABOUT THE SAME PROBLEM FROM BRAKE FLUID LEAKING ON THE SOME OF THE WIRES. I CONTACTED FORD TO SEE IF THIS WOULD BE COVERED UNDER THE RECALL AND THEY EXPLAINED TO ME THAT THE RECALL ONLY COVERS THAT SPECIFIC PART. I HAD RECEIVED A RECALL NOTICE FOR MY FORD WINDSTAR 09S09. I HAD TAKEN MY VEHICLE IN TO THE DEALERSHIP WHERE THEY ASCERTAINED THAT THE PART WAS DEFECTIVE AND HAD LEAKED. IT WAS NOTED WITH FORD THAT MY ABS LIGHT WAS ALWAYS ON, AS WAS THE CHECK ENGINE LIGHT AND THAT MY CRUISE CONTROL DID NOT FUNCTION ANY MORE. MY SPEED INDICATOR AND ODOMETER DID NOT FUNCTION PROPERLY EITHER READING ONLY HALF OF THE ACTUAL SPEED AND MILEAGE. THESE WERE ALL NOTED AND THE DEALERSHIP REPLACED THE DEFECTIVE PART BUT STATED THAT THEY WOULD NOT REPAIR THE OTHER PROBLEMS THAT WERE CAUSED BY THE LEAKED HYDRAULIC FLUID. I STILL HAVE ISSUES WITH EVERYTHING STATED BECAUSE THEY DID NOT DO ANYTHING TO FIX THESE PROBLEMS JUST CHANGED THE PART. AT THIS POINT I WAS TOLD THAT IT WAS TOO LATE TO DO ANYTHING BECAUSE ACCORDING TO FORD THE RECALL CASE WAS CLOSED BECAUSE THE DEFECTIVE PART WAS CHANGED. WE HAVE BEEN EXPERIENCING VARIOUS ELECTRICAL PROBLEMS WITH OUR WINDSTAR AND UPON RESEARCH THROUGH THE INTERNET FOUND THAT OTHERS HAVE HAD THE SAME PROBLEMS. THE CRUISE CONTROL HAS STOPPED WORKING FOR THE LAST TWO YEARS. THE ABS AND BRAKE LIGHTS HAVE PERIODICALLY COME ON AND THEN WENT OFF. THE SPEEDOMETER WILL BE WORKING FINE AND THEN DROP TO ONLY 20 MPH EVEN THOUGH WE ARE EXCEEDING THAT SPEED. IT WILL THEN JUMP BACK TO THE PROPER SPEED AND THIS PROCESS WILL CONTINUE FOR A PERIOD OF TIME.

WITHIN 3,00 MILES, THE PRESSURE SWITCH BEGAN LEAKING BRAKE FLUID INTO THE ENGINE COMPARTMENT DIRECTLY ONTO THE TRANSMISSION SPEED CONTROL SENSOR. AFTER FOUR DAYS WITHOUT A VEHICLE, I PICKED UP THE VAN (SECOND RECALL STILL NOT COMPLETED DUE TO LACK OF PARTS). I LEFT THE DEALERSHIP AND WITHIN 5 MILES THE ABS LIGHT CAME BACK ON. WHEN THE LIGHT CAME ON, I NOTICED THE VAN STARTED RUNNING ROUGH AND BRAKING WAS MORE DIFFICULT AND FELT VERY SOFT. WHEN I RETURNED HOME, THE DEALERSHIP TOLD US TO BRING THE VEHICLE BACK IN ON MONDAY. THE CONTACT WAS DRIVING APPROXIMATELY 25 MPH ON NORMAL ROAD CONDITIONS WHEN THE BRAKE PEDAL TRAVELED TO THE FLOOR WITHOUT RESISTANCE WHILE ENGAGING THE BRAKE PEDAL. THE LEAK WAS CAUSED BY A DEFECT WHICH LED TO RECALL 09V399000. THE DEALER STATED THAT THEY WOULD NOT REPAIR ANYTHING OUTSIDE OF THE COMPONENT LISTED IN THE RECALL. THE MANUFACTURER STATED THAT THEY WOULD NOT ASSIST HIM UNTIL HE TOOK HIS VEHICLE TO THE DEALER. THE CURRENT MILEAGE WAS APPROXIMATELY 125,000 AND THE FAILURE MILEAGE WAS APPROXIMATELY 124,500.

THERE IS AN EXISTING RECALL (FORD) ON MANY CARS AND TRUCKS - INVOLVING THE SPEED CONTROL DEACTIVATION SYSTEM. WELL, MINE QUIT WORKING A YEAR AGO. I PURCHASED THIS VEHICLE ABOUT 2 YEARS AGO AND BEGAN HAVING PROBLEMS RIGHT AWAY. THE ABS LIGHT COMES ON AND GOES OFF QUITE OFTEN. I TOOK IT TO A SHOP AND HAD TO HAVE A SPEED SENSOR REPLACED. A DAY LATER THE PROBLEM HAPPENED AGAIN AND I HAD TO HAVE THE SENSOR REPLACED AGAIN. THE ABS LIGHT BEGAN TO COME ON AGAIN A FEW DAYS LATER. NOW I HAVE A LIGHT ON THE PANEL (THE MASTER LIGHTING SWITCH). WHEN I TURN OFF THE HEADLIGHTS AND PARKING LIGHTS, THE PARKING LIGHTS COME BACK ON. I USED TO BE ABLE TO TURN THEM OFF AND SOMETIMES THEY WOULD STAY OFF, BUT NOW I HAVE TO DISCONNECT THE BATTERY EVERY TIME I PARK AND RECONNECT IT TO DRIVE THE CAR. ALSO, ONE BY ONE, ALL OF THE POWER LOCKS ARE GOING OUT. THE ONLY ONE THAT WORKS CORRECTLY IS THE ONE FOR THE REAR DOOR (TRUNK). I WAS TOLD IT IS THE SAME REPLACEMENT PART AND THE REPAIR PROCEDURE FOR THE BURNT WIRING IS A FORD AUTHORIZED REPAIR. I HAVE CONTACTED FORD AND THEY INFORMED ME THERE IS NOT CAUSE FOR ALARM OR CONCERN WITH THE WINDSTAR. THEY ALSO INFORMED ME THAT ONLY THE NHTSA CAN ISSUE A RECALL. CONSISTANT RACING AND STALLING OF VEHICLE. VIRGINIA (WIFE) ALMOST WENT THROUGH THE WALL IN OUR GARAGE WHEN PARKING FOR THE EVENING. FORD DEALER IS REPLACING THE MASTER AIR FLOW SENSOR. THE ITEM IS NOT COVERED UNDER OUR E.S.P. AGREEMENT PURCHASED WITH THE VEHICLE. I AM CONCERNED THAT OTHERS MAY FIND THE SAME PROBLEMS WITH THE WINDSTAR 2000. FORD CUSTOMER SERVICE SAID THAT COVERAGE ON THE PART IS A "NUMBERS GAME" ... THAT NOT ENOUGH PEOPLE COMPLAINED TO DATE, BUT THAT I SHOULD KEEP MY RECEIPT AND WOULD BE REIMBURSED IF A RECALL SOULD COME OUT. *AK

CONSUMER'S VEHICLE EXPERIENCED SUDDEN ACCELERATION. AS CONSUMER MERGED WHILE ACCELERATING IN THE PASSING GEAR, THE SPEED WAS APPROXIMATELY 65 MPH BUT RAPIDLY CLIMBING. CONSUMER TOOK HIS FOOT OFF THE PEDAL, BUT THE VEHICLE KEPT ACCELERATING, WHICH MADE A LOUD MAXIMUM RPM ENGINE SOUND. THERE WAS A DOWNWARD MOVEMENT OF THE PEDAL, AS IF THE CRUISE CONTROL WAS ON, THE CONSUMER STOMPED THE PEDAL, BUT IT WOULDN'T STOP. THE POWER STEERING AND THE POWER BRAKES WENT OFF WITH THE ENGINE. I WAS PULLING INTO A PARKING SPACE, WHEN THE VAN LURCHED AND SURGED OVER AN ENBANKMENT. SINCE I HAD MY FOOT ON THE BRAKE I FEEL THE PROBLEM WAS MECHANICAL.EVEN THOUGH I CANNOT SWEAR MY FOOT DID NOT SLIP OFF THE BRAKE I DO NOT THINK IT DID. IT IS MY OPINION THAT SOMETHING CAUSED THE WINDSTAR TO SURGE AND EVEN WITH MY FOOT ON THE BRAKE IT WOULD NOT STOP. THE VEHICLE HIT THE EDGE OF THE PAVEMENT AT THT EDGE OF THE EMBANKMENT, HIT THE GROUND 8-10 FEET DOWN THE EMBANKMENT, SLID 3/4 SIDEWAYS DOWN THE HILL, HIT A CONCRETE WATER RUN OFF GULLEY AND ROLLED ONTO THE BOTTOM OF THE LEFT SIDE THEN ROLLED BACK UPRIGHT. THE IMPACT AT THE BOTTOM OF THE HILL WAS HARD ENOUGH TO BREAK THE FRONT WHEEL, AND CRACK THE REAR WHEEL. THE VEHICLE HAD TO BE TOWED AWAY. AT NO TIME DURING THIS "WILD RIDE" DID MY SEAT BELT TIGHTEN,OR SECURE ME IN THE SEAT. I FOUND MYSELF WITH MY BACK OVER THE RIGHT ARM REST ON THE DRIVER SEAT. I FEEL VERY LUCKY TO BE ONLY BATTERED AND BRUISED BY THIS CRASH. I BELIEVE HAD I BEEN A FRAIL PERSON SERIOUS INJURIES WOULD HAVE OCCURED. I AM STILL HAVING A PROBLEM WITH MY LOWER BACK, IT IS SORE AND PAINFUL TO TOUCH. I ALSO AM HAVING SOME MUSCLE SPASMS IN MY LOWER BACK AND UPPER LEGS, WHICH I BLAME ON THE SEAT BELT NOT SECURING ME IN PLACE.*AK

I EXPERIENCED BRAKE PROBLEMS ON THREE SEPARATE OCCASIONS WITHIN A 12 HOUR PERIOD WITH MY 22,000 MILE 2000 WINDSTAR. I SMELLED A BURNING PLASTIC SMELL FOR APPROX 10 SECONDS AND THOUGHT NOTHING OF IT. I THEN HAD DIFFICULTY DURING A NORMAL STOP WHEN THE DISC BRAKES SEEMED TO BE EXPERIENCING ABS ACTIVITY. THE BRAKE PEDAL WASN'T FLUTTERING LIKE A NORMAL ABS STOP NOR WAS THEIR ANY MOISTURE ON THE ROAD. THIS HAPPENED AGAIN 10 MINUTES LATER. THE NEXT DAY AS I WAS TAKING IT TO THE SHOP I MADE A COMPLETE STOP AND A COUPLE OF SECONDS LATER THE CAR STARTED MOVING FORWARD. MY FULL PRESSURE WAS ON BRAKES AND IT WOULDN'T STOP. I USED THE EMERGENCY BRAKE TO STOP. THERE WAS NO FLUID MISSING FROM THE BRAKE MASTER CYLINDER. THE BRAKE PEDAL DIDN'T MOVE DEEPER AS I PRESSED THE BRAKE. THE TACH DIDN'T INCREASE RPM. THE SHOP CHECKED THE ABS SYSTEM AND FOUND NOTHING. THERE WERE NO COMPUTER DIAGNOSTIC CODES FOUND. THEY DROVE IT 200 MILES AND COULDN'T REPLICATE IT. *AK
