Manufacture Recall # 09S09 NHTSA Recall # 09V399000 Instrument cluster has become faulty. Details listed below. Overdrive (O/D) light will randomly start flashing for no reason ABS will randomly engage Parking brake light will randomly turn on Speedometer with become sporadic Transmission has trouble shifting gears due to tachometer becoming sporadic Vehicle will randomly try to die/stall out at a prolonged stop or while coming to a stop, even after all charging components have been replaces i.e. battery, alternator, drive belt, and cables.

The gauges are acting crazy which causes the engine to jerk or the transmission and then it starts making the lights flicker in the interior and the gauges start sticking. It seems to make the overflow on the radiator to empty more because it is causing the sensors in the electrical for the parts to go crazy and run hot. Sometimes it only does it every so often but after getting the reserve hose on the power steering that connects to the reservoir to the coolant the battery was drained. Then going after getting it charged down the highway it caused the interior lights radio and seat and turn signals not to work when coming to a complete stop and it was idling the dashboard and all the lights were coming back on once given a guess it winded up not working again causing the battery to become hot or warm and acid you can smell in the air like rotten eggs. It is causing the overflow tank of the radiator to evaporate more or come out quicker and it is causing other component parts to react strangely which I'm afraid will cause a fire in the vehicle and the idling is not correct also on it now

I HAVE MY VEHICLE IN A SHOP TO REPLACE THE TRANSMISSION. WHILE WORKING ON THE VEHICLE THE MECHANIC NOTICED THE FRONT RESERVOIR OF THE MASTER CYLINDER WAS EMPTY. UPON FURTHER EXAMINATION, HE FOUND THAT THE SPEED CONTROL SENSOR UNDER THE MASTER CYLINDER WAS LEAKING AND BRAKE FLUID IS LEAKING ON ALL THE COMPONENTS BELOW, I.E. TRANSMISSION, STEERING COMPONENTS, ETC. I LOOKED THE ISSUE UP ONLINE AND I FOUND THAT THERE WAS A RECALL FOR THIS VERY ISSUE WITH FORD. WHEN I CHECKED MY VIN FOR ACTIVE RECALLS, THE NHTSA WEBSITE STATES THAT THERE ARE NO UNRESOLVED ISSUES WITH MY VEHICLE.

THE ABS LIGHT COMES ON AND STAYS ON THE RED BRAKE LIGHT COMES ON AND STAYS ON IT IS THROWING 9 CODE STARTING WITH C1185 AND 8 OTHER THAT ARE CONNECTED WITH THE FIRST CODE I AVE TRIED AND TRIED TO FIX THE PROBLEM MANY TIMES IT WILL NOT PASS A SAFETY CHECK. I HAVE DONE RESEARCH AND HIS CAN BE DANGEROUS AND VERY UNSAFE I KNOW IT CAN CATCH A FIRE AND ALSO THE BRAKES MAY LOCK UP.

TL* THE CONTACT OWNS A 2002 FORD WINDSTAR. WHILE ATTEMPTING TO ACCELERATE FROM A TRAFFIC LIGHT, AN ABNORMAL SOUND EMITTED FROM THE REAR OF THE VEHICLE. THE CONTACT STATED THAT THE VEHICLE SUDDENLY ACCELERATED INDEPENDENTLY. THE BRAKE PEDAL WAS DEPRESSED; HOWEVER, THE VEHICLE KEPT GAINING FORWARD MOMENTUM. THE CONTACT STATED THAT THE POWER STEERING ALSO FAILED TO OPERATE AS INTENDED. AS A RESULT, THE VEHICLE JUMPED THE SIDEWALK AND STRUCK TWO SMALL TREES. THE CONTACT WAS ABLE TO STOP THE VEHICLE BY TURNING THE IGNITION TO THE OFF POSITION. A POLICE REPORT WAS NOT FILED. THE CONTACT SUSTAINED WHIPLASH AND MUSCLE SPASMS, WHICH REQUIRED MEDICAL ATTENTION. THE VEHICLE WAS TOWED TO AN INDEPENDENT MECHANIC. THE CONTACT WAS INFORMED THAT THE SUBFRAME FRACTURED, WHICH CAUSED THE THROTTLE TO SEIZE IN THE OPEN POSITION. THE VEHICLE WAS NOT REPAIRED. THE VEHICLE WAS INCLUDED IN NHTSA CAMPAIGN NUMBERS: 11V030000 (STRUCTURE) AND 15V608000 (SUSPENSION). THE MANUFACTURER WAS NOTIFIED OF THE FAILURE. THE APPROXIMATE FAILURE MILEAGE WAS 100,064.

USED THE VEHICLE TO GO ON A TRIP ABOUT 200 MILES FROM HOME, THE CRUISE CONTROL WAS WORKING BUT THE BRAKE LIGHT STAYED ON. WHEN I GOT BACK HOME AND PARKED THE VEHICLE FOR A COUPLE OF DAYS, WHEN I WENT TO GO BACK OUT IN THE VAN ON ANOTHER SHORT TRIP AND GOT ON THE INTERSTATE THE CRUISE WOULDN'T WORK AGAIN. WHILE DRIVING ON A HIGHWAY WITH CRUISE CONTROL ENGAGED, THE BRAKE AND ABS LIGHTS CAME ON. THE BRAKES WERE UNAFFECTED. WE STOPPED AND CHECKED ON FINDING A MECHANIC IN THE TOWN WE WERE GOING THROUGH, BUT WHEN WE RE-STARTED THE VAN, THE LIGHTS WERE BACK OFF. THE BRAKES REMAINED UNAFFECTED. THE PROBLEM RECURS SPORADICALLY AT INTERVALS OF A FEW WEEKS TO A FEW MONTHS. SOMETIME LATER, WE HAD TO HAVE THE CRUISE CONTROL REPAIRED DUE TO TWO BAD SWITCHES (DAMAGED BY LEAKS). APPROX., A YEAR AGO MY ABS MODULE WENT BAD AND I HAD IT CHECKED BY A MECHANIC TO VERIFY THAT FACT. JUST RECENTLY MY SPEED CONTROL DEACTIVATION SWITCH WENT BAD AND LEAKED,. NOW I FOUND OUT THERE IS A CONNECTION BETWEEN BOTH THE SWITCH AND THE ABS BAD MODULE. FORD DOES NOT HAVE A RECALL ON THE ABS SYSTEM, BUT THEY DO ON THE ABOVE SWITCH. VERY POSSIBLY THE HIGH COST OF THE MODULE HAS KEPT THEM FROM HAVING A RECALL!!! I HAVE READ COMPLAINTS ABOUT THE SAME PROBLEM FROM ANOTHER FORD VAN OWNER. ON MAY 26, 2014, AFTER FORD DEALERSHIP IN FORT WALTON BEACH, FL KEPT MY VEHICLE FOR A WEEK TO FIX THE CRUISE CONTROL AND SEAT LATCHES RECALL, I WAS FINALLY ABLE TO PICK UP MY VAN. THEY ALSO CHECKED THE CAUSE OF ODOMETER AND SPEEDOMETER TO STOPPED WORKING, ABS AND BRAKE LIGHT REMAINED ON, SLIDING DOORS NOT WORKING, AND O/D LIGHT FLASHING; I WAS TOLD THE CAUSE IS A DEFECTIVE ABS MODULE. THEY CHARGED ME $114.27 TO DIAGNOSED THE PROBLEM AND QUOTED ME $1,265.00 TO REPLACE THE ABS MODULE. I SHOWED TO FORD SERVICE ADVISOR, ANDREW TOMPITCH, A PRINT-OUT FROM NHTSA WEBSITE STATING THAT PART OF FIXING OR REMEDY TO THE CRUISE CONTROL RECALL WAS TO "INSPECT THE ABS CONTROL MODULE CONNECTOR AND REPAIR AS NECESSARY." "REPAIRS WILL BE COMPLETED FREE OF CHARGE." YET FORD CHARGED ME FOR THIS SERVICE AND TOLD ME THAT THE PROBLEMS WERE NOT THE SAME SINCE MY VEHICLE'S SCDS SUPPOSEDLY DID NOT LEAK. HOW COULD I VERIFIED WHAT HE TOLD ME WAS TRUE WHEN HE WOULDN'T LET ME ENTER THE WORK BAY TO WATCH WHAT THE TECHNICIAN WAS DOING TO MY VEHICLE? AFTER GETTING MY VEHICLE I NOTICED MY ABS LIGHT WAS ON , MY ODOMETER HAS ALL DASHES , MY BRAKE LIGHT IS ON , MY SPEEDOMETER DOES NOT WORK AND MY O/D LIGHT BLINKS FAST CONSTANTLY. ON JUNE 16, 2006, WHILE VEHICLE WAS PARKED IN A PARKING LOT, SOMEONE INFORMED US THAT MY 2002 FORD WINDSTAR WAS SMOKING FROM UNDER THE HOOD. AN INTERNAL FIRE OCCURRED, DAMAGING THE WIRING HARNESS AND WINDSHIELD WIPER MOTOR. UNAWARE TO THE CAUSE OF SAID FIRE THE DAMAGED PARTS WERE REPLACED. THEN OTHER PROBLEMS STARTED TO ARISE, THE VEHICLE CRUISE CONTROL STOPPED WORKING, THE ABS/BRAKE LIGHT REMAINED ON AND THE SPEEDOMETER WAS NOT WORKING PROPERLY (NOT ACCURATELY READING). THE LOCAL FORD DEALER WAS INFORMED OF THE BEFORE-MENTIONED PROBLEMS INCLUDING THE INTERNAL FIRE THAT HAD OCCURRED , AT THE TIME OF THE INITIAL BRAKE PRESSURE DEACTIVATION SWITCH RECALL. THE DEALER STATED THAT THE BRAKE PRESSURE DEACTIVATION SWITCH INDEED WAS LEAKING AND THAT THEY SUPPOSEDLY CHECKED THE ABS CONTROL MODULE. STILL THE ABS/BRAKE LIGHT REMAINED ON AND THE SPEEDOMETER DID NOT WORK PROPERLY. ON 3/14/14 THE WINDSTAR WAS TAKEN TO A LOCAL GARAGE TO DIAGNOSE THE ABS/BRAKE ISSUES AGAIN. IT WAS DETERMINED THAT SAID UNIT NEEDED TO BE REPLACED. THE ABS MODULE WAS SUBSEQUENTLY REMOVED AND EXAMINED THE CONTROL MODULE (3/21/2014). THE ABS MODULE SUFFERED AN INTERNAL FIRE AND THE WIRING HARNESS CONNECTOR WAS MELTED AND DAMAGED. ALSO FOUND WAS EVIDENCE OF SIGNIFICANT BURNING AROUND THE PINS AT THE CONNECTIONS. THIS EVIDENCE INCLUDED THE BLACKENED FLUID, SEVERE DISCOLORATION, AND LIFTED TRACES, ALL OF WHICH ARE CLEARLY APPARENT IN PHOTOS OF THE MODULE INTERIOR. THE LOCAL DEALER REFUSED TO REPAIR OR REPLACE THE MODULE UNDER THE RECALL CLAIM, STATING THAT IT WAS NOT PART OF THE RECALL, AND THAT SAID RECALL WAS CLOSED. FORD HAS BEEN NEGLIGENT IN THIS MATTER AND LUCKILY THE VEHICLE PRIOR TO TODAY, HAS NOT BECOME A RUNAWAY FIRE EVENT AND BURNED TO THE GROUND!! MY ABS LIGHT & TRACTION LIGHT ARE NOW ON. ALSO, NEEDLES JUMP ON DASH {ODOMETER, SPEEDOMETER, FUEL & HEAT LEVEL} AND CRUISE CONTROL DOES NOT WORK ANY LONGER {THIS HAS BEEN HAPPENING SINCE RECEIVING MY VAN BACK FROM THE FORD GARAGE AFTER 7 MONTHS FROM THE AXLE RECALL REPAIR OVER A YEAR AGO}. TRIED TO BLEED MY BRAKES AFTER REPLACING PADS AND CALIPER BUT CANNOT BLEED FRONT LEFT OR REAR RIGHT. WAS TOLD BY A FORD MECHANIC THAT THIS MAY BE A PROBLEM IN THE ABS MODULE. AS PERTAINING TO A FORD RECALL IN OCTOBER, 2009, ALL OF THE ABOVE PROBLEMS MAY BE CONNECTED TO THIS RECALL. MY VAN WAS INSPECTED AND NOTHING WAS DONE TO IT BECAUSE, AT THE TIME, BECAUSE IT WAS DEEMED SAFE. I HAVE SINCE REPLACED THE ELECTRICAL TAPE ON THE WIRING HARNESS THAT THEY WERE SUPPOSE TO BE INSPECTING BECAUSE IT WAS FALLING OFF DUE TO BRAKE FLUID ON IT (REASON FOR SAID RECALL}. I PLAN ON CALLING THE GARAGE IN THE AM TO HAVE THEM REINSPECT MY VAN FOR THIS RECALL BECAUSE I CANNOT AFFORD TO REPLACE ANY MORE PARTS IN IT. I HAVE PUT A LOT INTO IT JUST SINCE GETTING IT BACK AFTER THE AXLE RECALL BECAUSE IT DETERIORATED SITTING IN THEIR DRIVEWAY FOR THE WINTER DUE TO SALT. I HOPE NOBODY ELSE IS GOING THROUGH THIS. I HAVE PURCHASED A 2002 WINDSTAR IN APRIL 2012, WE NOTICED THE ABS LIGHT AND BRAKE LIGHT WOULD APPEAR AND WE'D BE LOW ON BRAKE FLUID. WE REPLACED THE MASTER BRAKE CYLINDER BUT THEY SAID THE SENSOR ON BOTTOM WAS UNAVAILABLE TO ORDER, WE CALLED FORD AND THEY TOLD US THE SAME THING. THE SENSOR IS FULL OF BRAKE FLUID. HAD RECALL SERVICE ON CRUISE CONTROL AND THE WARNING LIGHTS FOR THE ABS AND BRAKE LIGHTS HAVE BEEN COMING ON INTERMITTENTLY SINCE THAT SERVICE WAS DONE. TALKED WITH THE LOCAL FORD SERVICE DEPARTMENT AND THEY ARE AWARE OF THIS PROBLEM. SAID THAT THE PREVIOUS RECALL ON THE CRUISE CONTROL DIDN'T HAVE ANYTHING TO DO WITH MY WARNING LIGHTS FOR ABS AND BRAKES (BUT THEY HAVE HAD MORE ISSUES WITH THIS PROBLEM THAN THE CRUISE CONTROL RECALL). IF I REMEMBER THE CORRECTLY, THE CRUISE CONTROL RECALL - IT HAD SOMETHING TO DO WITH BRAKE FLUID CONTACT AND POTENTIAL FOR FIRE, MY CRUISE WAS SHORTED OUT AND NOT WORKING - MUST HAVE BEEN FROM BRAKE FLUID. I AM THINKING THAT THIS FLAW HAS SOMETHING TO DO WITH ELECTRICAL COMPONENTS CONNECTED FROM THE BRAKE AND ABS SYSTEM TO THE WARNING LIGHTS BEING SHORTED OUT IN A SIMILAR WAY; IT IS JUST A GUESS, I AM SURE THAT THE REAL MECHANICS KNOW WHAT IS GOING ON.... THIS IS A SAFETY ISSUE AND FORD NEEDS TO RECALL THIS DESIGN FLAW; THE WARNING DEVICE IS NOT WORKING AS DESIGNED. I AM SURE THAT THE $1,600 TO FIX THE PROBLEM IS AN ISSUE FOR FORD. SOMETIMES THE LIGHTS TURN ON WHEN I START THE VEHICLE, SOMETIMES I MAY BE DRIVING AND THEY WILL TURN ON, AT TIMES THE WARNING LIGHTS DO NOT COME ON AT ALL. FORD PERFORMED SAFETY RECALL 09S09 IN 2009 BUT ONLY INSTALLED SAFETY WIRING HARNESS 2002. REQUESTED FORD TO REPLACE BOTH SPEED CONTROL DEACTIVATION SWITCH AND ABS MODULE DUE TO THE KNOWN FAILURES INCLUDED IN THE INVESTIGATION, BUT FORD REFUSED AFTER A YEAR THE ABS AND BRAKE WARNING LIGHTS STARTED TO COME ON INTERMITTENTLY, NOW THE WARNING LIGHTS COME ON EVERYTIME THE CAR IS DRIVEN AFTER SEVERAL MILES. BASED ON RESEARCH (HTTP://WWW.2CARPROS.COM/QUESTIONS/FORD-WINDSTAR-2003-FORD-WINDSTAR-ABS-C1185-TROUBLE-CODE), I CAN SEE THAT THIS IS VERY COMMON PROBLEM WITH THIS VEHICLE AND THE PROBLEM AND IT CAUSES BRAKING SAFETY ISSUES IN ADDITION TO FIRE PROBLEM. THE REPLACEMENT OF THE SPEED CONTROL DEACTIVATION SWITCH AND ABS CONTROL MODULE REPLACEMENT SHOULD BE REQUIRED AS PART OF 09S09 RECALL. THE INSTALLATION OF THE WIRING HARNESS ONLY MINIMIZES THE OCCURRENCE OF POSSIBLE FIRE, BUT DOES NOT ADDRESS THE MAIN CAUSE OF THE PROBLEMS OF THE DEFECTIVE DEACTIVATION SWITCH AND ABS MODULE. *TR *KB

THE DEALER REPLACED THE BRAKE PADS AND ADVISED HER THAT THE PROBLEM WAS ELECTRICAL. THE ELECTRICAL FAILURE CAUSED THE RADIO AND ALL OF THE INTERIOR LIGHTS TO SHUT ON AND OFF INTERMITTENTLY. THE VEHICLE ALSO LEAKED OIL AND POWER STEERING FLUID. SHE STATED THAT PER THE DEALER THE VEHICLE NEEDED AN AXLE, RACK AND PINION WHICH ALSO AFFECTS THE STEERING COLUMN. THE VEHICLE WAS NOT REPAIRED. THE VEHICLE WAS PURCHASED USED IN 2007 AND THE FAILURE STARTED AS SOON AS SHE PURCHASED IT. THE VEHICLE WAS NOT REPAIRED. THE FAILURE MILEAGE WAS UNKNOWN AND THE CURRENT MILEAGE WAS 116,840.

THE VEHICLE WAS SHUT OFF AND WHEN RESTARTED, THE VEHICLE WAS TAKEN TO A LOCAL REPAIR FACILITY. THE MECHANIC DISCOVERED THERE HAD BEEN A SMALL FIRE UNDER THE HOOD AND THE CONTROL SWITCH WAS DISABLED. IN ADDITION, THE MECHANIC ADVISED THE CONTACT OF A POTENTIAL RECALL ON THE VEHICLE UNDER NHTSA CAMPAIGN ID NUMBER: 09V399000 (VEHICLE SPEED CONTROL) AND REFERRED HIM TO AN AUTHORIZED DEALER. THE DEALER REPLACED THE FUSED WIRING HARNESS UNDER THE RECALL AND ALSO FOUND THAT THE INSTRUMENT PANEL WAS DAMAGED. THERE WERE SEPARATE DAMAGES AS A RESULT OF THE FIRE AND THE MANUFACTURER ADVISED THEY WOULD NOT COVER THE REPAIR EXPENSES OF THE OTHER COMPONENTS. THE SEPARATE DAMAGES WERE NOT REPAIRED. THE FAILURE AND CURRENT MILEAGE WAS APPROXIMATELY 68,000.

THE MORNING OF JULY 11, 2010, THE ABS CONTROL MODULE ON OUR 2002 WINDSTAR SUFFERED AN INTERNAL FIRE DUE TO BRAKE FLUID LEAKED FROM THE BAD SWITCH, RESULTING IN A LOSS OF PROPER BRAKE FUNCTION AND NO READINGS FROM THE SPEEDOMETER, TACHOMETER, AND ODOMETER (AS WELL AS MULTIPLE WARNING LIGHTS). THIS OCCURRED SEVERAL WEEKS AFTER HAVING HAD THE BRAKE PRESSURE DEACTIVATION SWITCH RECALL PERFORMED (NHTSA CAMPAIGN ID 09V399000, ACTION NUMBER EA08021). THE LOCAL FORD DEALERSHIP WHICH HAD PERFORMED THE INITIAL RECALL WORK REFUSED TO REPAIR OR REPLACE THE MODULE UNDER THE RECALL OR AS A WARRANTY CLAIM, STATING THAT IT WAS NOT PART OF THE RECALL, NOR WAS IT APPARENTLY DAMAGED AT THE TIME OF THE BRAKE SWITCH REPAIR. I SUBSEQUENTLY REMOVED, OPENED AND EXAMINED THE CONTROL MODULE (8/28/2010), AND FOUND BLACKENED BRAKE FLUID PRESENT INSIDE THE MODULE AT THE CONNECTOR PINS. I ALSO FOUND EVIDENCE OF SIGNIFICANT BURNING AROUND THE PINS AT THE CONNECTIONS TO THE PRINTED CIRCUIT BOARD. THIS EVIDENCE INCLUDED THE BLACKENED FLUID, SEVERE DISCOLORATION, AND LIFTED TRACES, ALL OF WHICH ARE CLEARLY APPARENT IN PHOTOS OF THE MODULE INTERIOR. LUCKILY, IT APPEARS THAT AN INTERNAL TRACE BURNED THROUGH AND INTERRUPTED THE FAULT CURRENT PRIOR TO THE FAILURE BECOMING A RUNAWAY FIRE EVENT. AT THIS TIME THE VEHICLE HAS NOT BEEN REPAIRED, AND IS SITTING IDLE. I HAVE KEPT THE FAILED CONTROL MODULE FOR EXAMINATION AS NECESSARY. *TR

RED BRAKE LIGHT AND YELLOW ABS LIGHT CAME ON WHILE DRIVING. IT SUDDENLY DECREASED IN ITS BRAKING POWER AND RESULTED IN A MINOR BUMPER TO BUMPER CRASH AT A TRAFFIC LIGHT. LUCKILY NO MAJOR DAMAGE WAS DONE AND NO ONE WAS INJURED, ONLY SMALL STRETCH MARKS ON MY FRONT BUMPER. THE OTHER PERSONS CAR WAS OK AND WE WENT ON STRAIGHT BACK HOME SHAKEN AND AFRAID THE WHOLE RIDE BACK. THE CONSUMER STATED THE CRUISE CONTROL WORKED FINE UP UNTIL THE VEHICLE WAS TAKEN TO THE DEALER TO HAVE THE RECALL DONE. THE CRUISE CONTROL WORKED FOR ABOUT TWO WEEKS AND THEN STOPPED WORKING. WHEN THE CONSUMER RETURNED TO THE DEALER HE WAS INFORMED THAT THE ABS WAS LEAKING WHICH CAUSED THE CRUISE CONTROL TO STOP WORKING. THE ABS LIGHT DID ILLUMINATE, BUT THEN IT WENT OFF. I TOOK MY 2002 FORD WINDSTAR VAN TO BOB BELL FORD IN GLEN BURNIE, MD IN MAY 2010 FOR THE RECALL #09S09. I HAD BEEN EXPERIENCING ABS, BRAKE AND TRAC CONTROL LIGHTS COMING ON AND STAYING ON THRU DURATION OF RIDE. THEY SUPPOSEDLY REPAIRED THE PART (RECALL 09S09). ON JULY 16, 2010 I WAS DRIVING WHEN ALL OF THE SUDDEN THE SAME LIGHTS, ABS, BRAKE AND TRAC. CONTROL CAME ON MY DASH BOARD. I ARRIVED AT MY DESTINATION AND PARKED VAN. LATER I HAD AN APPOINTMENT TO GO TO WHEN I GOT IN VAN, NO WARNING LIGHT WERE ON THE DASH BOARD. AS I DROVE PROBABLY 3 BLOCKS ALL OF THE SUDDEN THE BRAKE FLUID LOW LIGHT CAME ON. I DROVE ANOTHER BLOCK AND PARKED THE VAN. I WENT INSIDE AND WHEN I CAME OUT THERE WAS BRAKE FLUID ALL OVER THE GROUND THAT HAD LEAKED OUT OF THE VAN. I GOT THE VAN TO MY LOCAL AUTO REPAIR SHOP AND WAS TOLD THAT HE THOUGHT THE MASTER BRAKE CYLINDER WAS LEAKING, SO I HAD IT REPLACED (NOT KNOWING THAT THIS WAS RELATED TO THE RECALL #09S09). WHEN I GOT THE VAN BACK, I DROVE IT NOT 4 BLOCKS AND THEN ALL OF THE SUDDEN THE SAME THREE LIGHTS CAME ON, ABS, BRAKE AND TRAC CONTROL. THE SAME LIGHTS THAT WOULD COME ON ALL OF THE TIME BEFORE I TOOK THE VAN INTO FORD FOR THE RECALL REPAIR. I CONTACTED BOB BELL FORD OF GLEN BURNIE, MD AND TOLD THEM THAT I WAS HAVING THE SAME PROBLEMS THAT I HAD BEFORE I HAD BROUGHT THE VAN IN FOR THE RECALL REPAIR, WITH THE LIGHTS COMING ON AND I WAS TOLD THAT THE RECALL HAD NOTHING TO DO WITH ABS, BRAKE OR TRAC CONTROL LIGHTS COMING ON, BUT THAT I COULD BRING IT IN, BUT THAT THIS PROBLEM DID NOT SOUND LIGHT ANYTHING RELATED TO THE RECALL 09S09, NOW I KNOW THAT THIS IS NOT TRUE, AND I WILL BE TAKING THE VAN BACK TO BOB BELL FORD TOMORROW, BUT I AM DEFINITELY STILL HAVE PROBLEMS WITH THE VEHICLE. *TR

ON 12/09/09 I HAD THE RECALL 09S09 SPEED CONTROL CAMPAIGN RECALL PERFORMED AT FEDUKE FORD @ 2200 VESTAL PARKWAY E. VESTAL, NY 13850 ON MY 2002 FORD WINDSTAR. AFTER THE RECALL WAS PERFORMED I AM EXPERIENCING VERY FREQUENT ABS/BRAKE LIGHT INDICATORS ON THE DASH WARNING LIGHT SYSTEM. THE VAN WAS TAKEN BACK TO FEDUKE FORD FOR DIAGNOSIS ON 07/15/10. THE RESULT OF THE DIAGNOSIS WAS A FAULTY ECU RELAY THAT IS BUILT INTO THE ELECTRONIC CONTROL UNIT. SAID REPAIR ESTIMATE WAS APPROXIMATELY $842.00. WITH THE ABS /BRAKE WARNING LIGHTS ON I DO NOT HAVE ABS BRAKES. THESE LIGHTS ARE ON FREQUENTLY AND THIS IS MY FAMILY VEHICLE. I HAVE DONE ONLINE RESEARCH AND HAVE DISCOVERED THIS IS A VERY COMMON PROBLEM WITH THESE VANS. MY WIFE AND CHILDREN USE THIS VAN AND I AM VERY CONCERNED THAT THIS ISSUE IS NOT BEING CORRECTED BY FORD SINCE THIS IS SUCH A COMMON PROBLEM/DEFECT. THE ABS LIGHT ON THE DASHBOARD OF MY 2002 FORD WINDSTAR MINI-VAN IS ON ALL THE TIME. THE FORD DEALER TOLD ME THAT I WOULD HAVE TO REPLACE THE ABS MODULE FOR A PRICE OF $750.00 PLUS LABOR TO CORRECT THIS. THEN I RECEIVED A LETTER FROM FORD STATING A RECALL INVOLVING THE CRUISE CONTROL MECHANISM WAS NEEDED TO MAKE MY WINDSTAR SAFE FROM A POSSIBLE FIRE. I HAD FORD DO THE NO-COST FIX WHICH AMOUNTED TO A JUMPER WIRE WITH A FUSIBLE-LINK. HOWEVER, THIS DID NOT FIX THE EXISTING ABS PROBLEM. NOW, MY SPEEDOMETER IS NOT FUNCTIONING PROPERLY. I HAVE READ UP ON THIS PROBLEM AND FIND THAT MANY WINDSTAR MINI-VANS MANUFACTURED BETWEEN 1999 AND 2003 HAVE HAD SIMILAR PROBLEMS AND THEY ALL ARE RELATED TO THE ABS SYSTEM. I BELIEVE THAT FORD SHOULD COMPLETELY FIX THESE PROBLEMS AND OWNERS SHOULD NOT HAVE TO PAY AN AMOUNT EXCEEDING $1000.00 TO DO SO. YELLOW ABS DASH LIGHT AND RED BRAKE WARNING DASH LIGHT GO ON INTERMITTENTLY (SIMULTANEOUSLY). AFTER THEY GO ON, THEY STAY ON UNTIL THE CAR IS TURNED OFF. THE ABS SYSTEM APPEARS TO STILL WORK CORRECTLY EVEN WHEN THE YELLOW ABS LIGHT IS ON AND THE RED BRAKE LIGHT IS ON (ALTHOUGH THERE IS NO WAY FOR THE DRIVER TO TELL IF THE ABS SYSTEM AND BRAKE SYSTEM ARE WORKING CORRECTLY OR NOT WHEN THE WARNING LIGHTS ARE ON). MY LOCAL FORD DEALERSHIP DIAGNOSED THAT THE ECM CONTROL MODULE NEEDS TO BE REPLACED. THIS IS AN EXPENSIVE ELECTRONIC COMPONENT WITH NO MOVING PARTS, AND THERE IS NO REASON THAT THIS BOARD SHOULD BE FAILING. THIS IS A COMMON PROBLEM WITH 2002 FORD WINDSTAR MODELS. I FIRST NOTICED THE PROBLEM AROUND OCTOBER 2008 AS THE WEATHER TURNED COLDER. THIS IS CONSISTENT WITH A THEORY THAT THE ECM BOARD IS SENSITIVE TO TEMPERATURE CHANGES, WHICH AFFECTS THE CORRECT WORKING OF THE CRUISE CONTROL AND ABS SYSTEMS. THE CRUISE CONTROL MOSTLY DID NOT WORK DURING THE WINTER 2008-2009. AS WARMER TEMPERATURES ARRIVED IN SPRING 2009, THE CRUISE CONTROL STARTED TO WORK INTERMITTENTLY AGAIN. TL*THE CONTACT OWNS A 2002 FORD WINDSTAR. THE CONTACT NOTICED THAT THE INSTRUMENT PANEL LIGHTS AND THE POWER LOCKS WERE FAILING. WHEN OPENING THE REAR TAILGATE HATCH AND CLOSING,THE DASH LIGHT STAYS ON LIKE IT IS STILL OPEN AND DOME LIGHTS WILL NOT WORK PROPERLY. WHEN DRIVING THE DOOR CHIME WILL SOUND AND THE DOOR AJAR LIGHT WILL GO OUT AND WORKS PROPERLY UNTIL GATE IS OPENED AGAIN. WHEN DRIVING THE DOOR LIGHT AND CHIME WILL COME ON LIGHTS STAY ON. MY WIFE ASKED ME TO CHECK THE BRAKES BECAUSE THE BRAKE LIGHT WAS ON. I HAD CHECKED THE WHEELS FOR ANY LEAKAGE AND FOUND NONE. MY 2002 FORD WINDSTAR VAN HAD AN INOPERABLE CRUISE CONTROL. I TRACED THE PROBLEM TO A LEAKING (BRAKE FLUID) SWITCH MOUNTED UNDER THE BRAKE MASTER CYLINDER. THE LEAKING SWITCH LEAKED FLAMMABLE BRAKE FLUID ONTO THE HOT ENGINE OR EXHAUST SYSTEM BUT DID NOT CAUSED A ENGINE FIRE. I PURCHASED A MODIFIED SWITCH AND WIRE HARNESS FROM THE FORD DEALER AND INSTALLED IT MYSELF. I WAS TOLD BY THE FORD PARTS SALESMAN THAT THERE WAS NO RECALL FOR MY WINDSTAR AT THAT TIME. THIS IS THE SAME DEFECT FOUND ON THE OTHER FORD VEHICLES ACCORDING TO THE NEW YORK TIMES, 18 APRIL 2008. I STILL HAVE THE DEFECTIVE SWITCH IN HOPES I CAN BE REIMBURSED BY FORD. I HAVE BEEN READING ABOUT RECENT COMPLAINTS TO THE FORD WINDSTAR 2002 AND HAVE CONCERNS. I HAD MY ABS MODULE REPLACED LAST YEAR BECAUSE ALL MY IDIOT BRAKE LIGHTS WERE GOING OFF INTERMITTENTLY. I HAVE ALSO NOT USED MY CRUISE CONTROL IN OVER TWO YEARS BECAUSE ONCE ACTIVATED IT WILL NOT SHUT OFF UNTIL THE CAR IS TURNED OFF. IT APPEARS THAT THE BRAKES ARE RELATED TO THE CRUISE CONTROL LEAKING ON THE BRAKE LINE, BUT FORD DOES NOT SEE THE WINDSTAR AS A PROBLEM. THIS HAS HAPPENED OVER THE PAST TWO WEEKS. ABOUT FEBRUARY 15, 2008 I WAS HAVING TROUBLE KEEPING PRESSURE IN MY BRAKES. THEY WERE SPONGY. I CALLED A MECHANIC AND BROUGHT IT TO HIM ON FEBRUARY 16TH. HE SAID IT WAS THE MASTER CYLINDER, AND REPLACED IT AND THE WHEEL CYLINDERS. WELL, THE VAN WORKED FOR ABOUT A WEEK. THEN MONDAY, FEBRUARY 25, 2008 MY BRAKES AGAIN WENT SPONGY. I CHECKED THE BRAKE FLUID AND THERE WAS NONE. I REFILLED THE CONTAINER, AND CALLED A MECHANIC. I BROUGHT THE VEHICLE TO HIM ON FEBRUARY 26, 2008. HE DETERMINED IT WAS THE CRUISE CONTROL PRESSURE SWITCH. I THEN WENT TO TOUSLEY FORD DEALERSHIP AND GOT THE PART. TOUSLEY FORD IN MINNESOTA SAID THIS PARTICULAR PART IS IN RECALL FOR SEVERAL OTHER VEHICLES BUT NOT MINE. MY MECHANIC REPLACED THE PART AND THE VEHICLE HASN'T HAD ANY PROBLEMS. AS A MATTER OF FACT, NOW THE CRUISE CONTROL WORKS AGAIN. IT HAD GONE OUT LAST SUMMER SOME TIME. THIS RECALL IS FOR A FIRE HAZARD, AND I SAW WHERE THE BRAKE FLUID CAN LEAK THROUGH THAT SWITCH ONTO WIRING SO THERE COULD HAVE BEEN A FIRE IN MY VAN. WHILE DRIVING TO WORK I NOTICED MY ODOMETER AND SPEEDOMETER QUIT WORKING AND THEN EVERY LIGHT POSSIBLE LIT UP, SO WHEN I GOT TO WORK MY HUSBAND TOLD ME TO SEE IF I COULD GET IT TO GRANDE TRUCK CENTER IN SAN ANTONIO. I LEFT IT AND LATER RECEIVED A CALL TELLING ME THE WIRING HARNESS HAD SHORTED OUT AND I WAS VERY LUCKY THAT MY VAN DID NOT BURN UP. I WAS TOLD MAYBE A VARMINT HAD CHEWED ON THE WIRES, BUT MY VAN IS ALWAYS PARKED IN THE GARAGE AT NIGHT.. I DECIDED TO DO SOME RESEARCH AFTER RECALLING AN INCIDENT NOT FAR FROM OUR HOME THAT INVOLVED SOME TYPE OF FORD SUV THAT CAUGHT FIRE IN THE GARAGE AND BURNED THE HOUSE DOWN. ALL THIS WAS DUE TO A FAULTY CRUISE CONTROL SWITCH THAT COST ABOUT 21.00. I FOUND THAT MILLIONS OF VEHICLES HAD BEEN RECALLED BY FORD BECAUSE OF THIS PROBLEM AND THE WINDSTAR WAS ON THE LIST OF HAVING THE SAME OR SIMILAR SWITCH, BUT WAS NOT RECALLED AND STILL HAS NOT BEEN RECALLED. I HAVE PUT A REQUEST IN WITH GRANDE TRUCK TO BE REIMBURSED, SINCE IT WAS A MANUFACTURER ERROR AND NOTHING I DID, BUT TO DATE I HAVE NOT HEARD FROM THEM. I EMAILED FORD TO ASK WHY MY VAN WAS NOT RECALLED AND RECEIVED AN ANSWER THAT ALL RECALLS ARE HANDLED BY THE NHTSA. YES, I DO HAVE THE ORIGINAL SWITCH THAT WAS REMOVED FROM THE VAN (LOOKS LIKE PART#F58A-9F924-AA 2063) IT WAS KIND OF HARD TO READ. THE INVOICE STATES REPLACE ABS MODULE & HYDRAULIC UNIT, REPLACE WIRE HARNESS & CRUISE CONTROL SWITCH, SERVICE BLEED, BLEED SYS. $2654.81. MY HUSBAND WAS ALLOWED TO SEE THE WIRING HARNESS THAT WAS ALMOST BURNT IN HALF, BUT THAT WAS NOT KEPT. I THANK GOD THAT THERE WAS NO REAL TRAGEDY THAT CAME OUT OF THIS, BUT I ALSO FEEL THAT FORD IS RESPONSIBLE AND SHOULD TAKE ACTION TO REIMBURSE ME MY MONEY. MY HUSBAND, MY 7 MONTH OLD BABY AND I WERE DRIVING ON OUR WAY TO LUNCH AT ABOUT 30 MPH WHEN WE NOTICED SMOKE COMING OUT OF THE HOOD OF OUR 2002 FORD WINDSTAR. IMMEDIATELY SMOKE FILLED UP OUR CABIN THROUGH THE VENTS. MY HUSBAND PULLED OVER TO THE SIDE OF THE ROAD, AND I QUICKLY GOT MY BABY OUT OF THE VAN. MY HUSBAND OPENED THE HOOD AND SAW FLAMES AND WE ALL RAN AWAY FROM THE CAR. MY HUSBAND RAN TO A NEARBY BUSINESS THAT LUCKILY HAD A FIRE EXTINGUISHER. MY HUSBAND WAS ABLE TO PUT THE FIRE OUT IN TIME BEFORE WHO KNOWS WHAT COULD HAVE HAPPENED. MY HUSBAND TOOK THE CAR TO AN AUTO SHOP THAT HAPPENED TO BE VERY CLOSE TO WHERE THE INCIDENT HAPPENED. AFTER HAVING TO LET THE CAR COOL DOWN AND THE TERRIBLE SMELL GO AWAY THE MECHANICS LOOKED AT THE CAR AND TOLD US RIGHT AWAY THAT THEY KNEW IT WAS THE SAME CRUISE CONTROL SWITCH THAT HAS BEEN RECALLED ON FORD TRUCKS. HE ADVISED US TO TAKE THE VAN TO FORD AND HAVE THEM FIX IT WITHOUT ANY CHARGE BECAUSE THAT WAS A PROBLEM THAT SHOULD HAVE BEEN RECALLED IN THE WINDSTAR AS WELL. MY HUSBAND TOOK THE VAN TO THE LOCAL FORD SHOP AND THEY DID AGREE THAT THE PROBLEM WAS THE CRUISE CONTROL SWITCH. THEY "UPGRADED" THE PART AND THEN TRIED TO CHARGE US ALMOST $400 FOR THE JOB. NOT UNTIL AFTER I COMPLAINED TO THE MANAGER DID THEY WAIVE THE FEE, BUT TOLD ME IT WAS BECAUSE "I WAS A LOCAL CUSTOMER" (I HAVE NEVER BOUGHT ANYTHING FROM THEIR DEALERSHIP) THEY WAIVED THE FEE BECAUSE THEY KNEW THIS WAS A PROBLEM OF FORDS. *JB

THE VEHICLE HAS THE SAME PROBLEMS AS INDICATED IN THE RECALL; HOWEVER IT IS NOT INCLUDED IN THE RECALL DUE TO THE VIN. THE MECHANIC DISCONNECTED THE CRUISE CONTROL SWITCH DUE TO A POSSIBLE FIRE RISK AND ADDED MORE BRAKE FLUID. NO FURTHER REPAIRS WERE MADE.

THE DESIGN ALLOWS FOR ADJUSTMENTS WHILE THE VEHICLE IS IN MOTION. ON TOO MANY OCCASIONS MY KNEE HAS HIT THE BUTTON WHILE IN MOTION CAUSING THE VEHICLE TO ACCELORATE OR DECCELERATE UNEXPECTEDLY. AS OF NOW NO ACCIDENTS HAVE RESULTED, HOWEVER, ONE CAN EASILY SEE THE SAFETY CONCERN.
