THE MANUFACTURER STATED THAT THE PREVIOUS OWNERS HAD THE RECALL ALREADY REPAIRED; THEREFORE, THEY WOULD NOT REPAIR THE VEHICLE. THE CONTACT BELIEVES THAT IF THE VEHICLE IS EXPERIENCING THE SAME FAILURE AS BEFORE, THEN IT WAS PREVIOUSLY REPAIRED WITH A DEFECTED PART.
