The contact owns a 2009 Mercury Milan. The contact stated while driving at an undisclosed speed, the brake pedal was depressed and traveled to the floorboard. There was no warning light illuminated. The contact engaged the parking brake to stop the vehicle. The vehicle was restarted. The vehicle was taken to the dealer where it was diagnosed and determined that the ABS hydraulic control unit had failed and needed to be replaced. The vehicle was not repaired. The manufacturer was made aware of the failure and confirmed that the VIN was not included in NHTSA Campaign Number: 19V904000 (Service Brakes, Hydraulic). The approximate failure mileage was 100,000.

After receiving the Safety Recall Notice 19S54 in the mail, I contacted my local Ford dealership and set up an appointment. On May 24, 2021, I brought my car to the dealership for this recall. At this time, I explained that the brake pedal was going to the floor intermittently. The car had 134,880 miles on it. The Hydraulic Control Unit was inspected and supposedly passed. So the dealer flushed the brake system and replaced the cap. After leaving the dealership, the car sat for several weeks. Two weeks after driving it again, I noticed that the brake pedal was going to the floor and it was difficult to stop the vehicle. I called the dealer and set up another appointment. The dealer had me wait about two weeks. On August 2nd, I brought my car back to the dealer for the same brake issue (Safety Recall 19S54). At this time the car had 135,492 miles. Again they inspected the brakes and the Hydraulic Control Unit. This time they found the HCU Assembly to be faulty and recommend that it be replaced. However, Ford Motor Company is refusing to cover this part under the Safety Recall 19S54 because they closed the recall after the May appointment. They want us to pay over $1500 to have it fixed.

The contact stated that prior to the recall repair, the ABS warning light would appear intermittently. After the recall repair, the ABS warning light was illuminated continuously. The vehicle was taken to the dealer for the recall repair and the Hydraulic Control Unit (HCU) was tested as part of the recall repair, which it failed. The dealer informed the manufacturer of the failure however, the manufacturer declined the coverage for the HCU part replacement. The vehicle was not repaired and the dealer informed the contact that the vehicle was safe to drive with the ABS warning light illuminated. The failure mileage was 189,000.

THE CONTACT HAD TO PUMP THE BRAKE PEDAL IN ORDER FOR IT TO FUNCTION PROPERLY. THE DEALER DIAGNOSED THAT THE MASTER CYLINDER FAILED AND NEEDED TO BE REPLACED. FILED A COMPLAINT ABOUT THE SAME ISSUE IN JULY OF 2010. IN JULY OF 2010, I REPLACED THE BRAKE PADS AND ROTORS. I TOOK THE CAR TO THE DEALER TO CHECK THE CALIPERS AS THE REAR PADS ON THE PASSENGER SIDE WERE SEVERELY WORN AND THE PADS ON THE DRIVER'S SIDE WERE FINE. DEALER INDICATED THE CALIPERS WERE FINE, BUT HAD NO EXPLANATION FOR THE UNEVEN WEAR. I ALSO CONTACTED FORD DIRECTLY AND THEY DID NOT HAVE AN EXPLANATION AS TO WHY THE PADS WOULD WEAR SO UNEVENLY. BACK BRAKES BEGAN PULSATING AGAIN AT 44,000 (ONLY 20,000 ON PADS). I AGAIN REPLACED THE PADS AND ROTORS AS THE PASSENGER SIDE WAS COMPLETELY WORN AND DRIVER'S SIDE WAS LESS THAN WORN. DROVE 15 MILES AND BRAKES ON PASSENGER SIDE WERE SMOKING. TOWED CAR ON A FLATBED TO INDEPENDENT MECHANIC WHO SAID PASSENGER SIDE CALIPER WASN'T WORKING.THE ROTOR WAS WARPED FROM THE HEAT, THE BRAND NEW PADS WERE SCORCHED AND THE MECHANIC ADVISED IT WAS A GOOD THING THE CAR WAS TOWED TO THE GARAGE AS IT WAS A GOOD CHANCE THE AREA WOULD HAVE CAUGHT FIRE. HE REPLACED THE CALIPERS ON BOTH SIDES, THE BRAKE PADS AND TURNED THE ROTOR ON THE PASSENGER SIDE. THE PADS AND ROTORS ONLY HAD 15 MILES ON THEM. THE VEHICLE IS ON IT'S 3RD (4TH IF YOU COUNT THE PADS WITH 15 MILES ON THEM) SET OF PADS AND ROTORS AND THE SECOND SET OF CALIPERS. THIS SHOULD NOT HAPPEN ON A CAR WITH 46,000 MILES. *TR

SHE EXAMINED THE VEHICLE AND NOTICED THAT THE BRAKE PADS WERE EXCESSIVELY AND UNEVENLY WORN. THE VEHICLE WAS NOT TAKEN TO BE EXAMINED FOR THE CAUSE OF FAILURE AND WAS NOT REPAIRED. I OWN A 2009 MERCURY MILAN. I BROUGHT IT IN TO THE DEALER ON FEBRUARY 4 2010. THE COMPLAINT WAS THAT I WAS HEARING A NOISE UPON BRAKING IN FORWARD OR REVERSE. THE DEALERSHIP SAID THAT THEY FOUND THE NOISE. THE BRAKE PADS IN THE REAR BRAKE CALIPER WERE SLIDING BACK AND FORTH IN THE BRACKET. I WAS ADVISED THAT THIS SHOULD NOT BE HAPPENING BUT , IT IS OK TO TAKE THE VEHICLE AND DRIVE IT THIS WAY. I ASKED WHAT SHOULD BE DONE TO CORRECT THIS. THEY SAID THAT THEY DID NOT KNOW HOW TO FIX THIS PROBLEM AND HAD TO NOTIFY FORD TO FIND OUT. THIS HAS BEEN OVER A WEEK AGO. I HAVE CALLED THE DEALER BACK SEVERAL TIMES. THEY ASSURED ME THEY WOULD GET BACK TO ME BY THE END OF THE DAY. THAT STILL HAS NOT HAPPENED. I DO NOT FEEL SAFE DRIVING THIS VEHICLE. IT IS STILL UNDER WARRANTY.
